Design and Development of BiblioCommons
BiblioCommons is a Toronto-based initiative that is developing hosted web services to integrate with libraries’ OPAC and circulation systems. It will enable library patrons to easily annotate the libraries’ bibliographic records with evaluative, associative and synoptic “tags”.
BiblioCommons is premised on a conviction that libraries not only can, but should play a leading role in the emerging field of “social knowledge discovery”.

bibliocommons update
the bibliocommons site has current information about the project and some reviews.
Jon Udell, who spoke at SI in 2007, had this to say:
… the BiblioCommons presentation was just inspiring … From what I could tell, they are just doing everything right. … It's way beyond letting people tag things and blog recommendations and stuff like that … all kinds of very forward-thinking ways of getting people connected to other people in the context of library information systems. I just thought it looked fabulous.
